Europe
Most European countries allow vaping outdoors. Some countries like Spain even allow it indoors as long as it doesn't disturb public services (such as transportation). The sale of vaping products is highly regulated in Switzerland and Belgium. Importation (from France, for example) is impossible or difficult due to customs seizures.
Specific restrictions may apply on a case-by-case basis, such as a maximum capacity of 10ml for nicotine-containing e-liquids (this is the case in Canada and the EU).
